Minimum Internal Cooking Temperatures
The minimum internal cooking temperatures are 165F for poultry, 155F for ground meat, 145F for seafood and whole cuts, and 135F for plant food held hot. This hub covers every number, the hold times that go with them, the foods that break the pattern, and how the exams turn the table into scenarios.
Cooking is the kill step. It is the one point in the flow of food where pathogens that arrived on a raw ingredient are destroyed rather than merely held in check. The minimum internal cooking temperature is the lowest temperature a food must reach at its thickest part, measured with a calibrated thermometer, for that kill step to have worked. Both exams test this table harder than almost anything else in the syllabus.
What is the minimum internal cooking temperature for chicken?
Chicken must be cooked to a minimum internal temperature of 165F (74C) for 15 seconds. That applies to all poultry, whole or ground, chicken, turkey, duck, or goose, and it applies to every cut. A whole roasted turkey, a ground turkey burger, and a diced chicken breast in a stir fry all share the same number.
Poultry sits at the top of the table because Salmonella is commonly associated with it. There is no lower option for a guest who wants their chicken pink.
Three other things ride at 165F (74C) for 15 seconds:
- Stuffing, and any stuffed meat, poultry, fish, or pasta. A stuffed pork chop needs 165F even though a plain pork chop needs only 145F. Heat travels slowly into a dense stuffing, and the stuffing itself has been in contact with raw meat juices.
- Dishes that combine previously cooked TCS ingredients with raw TCS ingredients, such as many casseroles.
- Food reheated for hot holding, which must reach 165F (74C) within two hours.
What is the minimum internal temperature for ground beef?
Ground beef must be cooked to a minimum internal temperature of 155F (68C) for 17 seconds. The whole 155F category exists because grinding, injecting, or mechanically tenderizing takes bacteria that were sitting harmlessly on the surface of a cut and distributes them right through the interior.
The 155F (68C) group is:
- Ground meat of any kind: beef, pork, lamb, and other meats
- Injected meat, including brined and flavor-injected roasts
- Mechanically tenderized meat, where blades or needles have punctured the surface
- Ground seafood, including chopped or minced fish
- Shell eggs cooked for hot holding, such as scrambled eggs on a breakfast buffet
Note the hold time. 17 seconds, not 15. It is a small oddity and it is exactly the kind of detail an exam writer uses to separate people who learned the table from people who half remember it.
A hamburger patty is the classic exam item because it is also the classic measurement mistake. A patty is too thin for a bimetallic stemmed thermometer, which senses along the stem rather than at the tip. Use a thermocouple, and insert the probe through the side of the patty.
What is the minimum internal cooking temperature for seafood?
Seafood must be cooked to a minimum internal temperature of 145F (63C) for 15 seconds. That covers whole fish, fillets, shellfish, and crustaceans: salmon, cod, shrimp, scallops, lobster, and clams.
The same 145F (63C) for 15 seconds applies to steaks and chops of beef, pork, veal, and lamb, to commercially raised game, and to shell eggs cooked for immediate service. The reason these sit lower than ground meat is straightforward. On an intact cut, bacteria live on the outside surface, and that surface hits a lethal temperature quickly.
Watch two traps. Ground seafood is not seafood at this line. Minced fish for a fish cake follows the ground rule at 155F (68C). And roasts are the exception inside the exception: roasts of beef, pork, veal, and lamb are cooked to 145F (63C) for 4 minutes, not 15 seconds. The longer hold compensates for the size and density of the cut.

The bottom line of that table is easy to forget because it involves no meat. Rice, refried beans, and roasted potatoes that will sit on a steam table are cooked to 135F (57C). That number is the top of the temperature danger zone, and the point is that hot held plant food must be above it.
Measuring it properly
A cooking temperature you did not measure is a guess.
- Use a calibrated thermometer, accurate to within plus or minus 2F (1C).
- Insert the probe into the thickest part of the food, away from bone, fat, and the pan.
- Wait for the reading to hold steady. A bimetallic stemmed thermometer takes 15 to 20 seconds and must be inserted to the dimple. A thermocouple senses at the tip and reads in seconds.
- Take more than one reading on large or irregular items, and clean and sanitize the probe between foods. A probe carried from raw chicken into a cooked dish is a cross-contamination route.

Reheating for hot holding. Previously cooked and cooled food reheated for hot holding must reach 165F (74C) within two hours. Commercially processed food from an intact, sealed package needs only 135F (57C). Food reheated for immediate service may be reheated to any temperature, provided it was cooked and cooled correctly in the first place.
Never reheat in hot holding equipment. A steam table maintains temperature; it does not raise it fast enough. Use an oven, a range, a microwave, or a rethermalizer, then transfer.
Consumer advisory. An operation that serves raw or undercooked animal food, such as a rare steak or raw oysters, must provide a consumer advisory with two parts: a disclosure identifying the items, and a reminder that eating them raises the risk of foodborne illness.
High-risk populations. Operations serving mainly high-risk populations, such as hospitals and preschools, generally cannot serve undercooked animal food at all, advisory or not.
Food Handler versus Manager: how deep to go
Food Handler candidates need the four main temperatures with the foods that go with them, the fact that all poultry is 165F, the fact that all ground meat is 155F, how to insert a probe correctly, and what to do when food is under temperature, which is to keep cooking. The Food Handler exam is 40 questions and passes at 75%, which is 30 correct, so this single table is worth a meaningful share of a passing score.
Manager candidates need all of that plus the hold times, the roast exception at 4 minutes, the injected and mechanically tenderized cases, the reheating rules and their two-hour limit, the consumer advisory requirement, and how a cooking temperature becomes a critical limit at a critical control point inside a HACCP plan. The Manager exam is 80 scored questions and passes at 70%, which is at least 56 correct, and roughly half its questions are scenarios rather than recall.

2. C. Ground meat is 155F (68C) for 17 seconds, because grinding spreads surface bacteria through the product. B would be correct for a whole steak, not for ground beef. A is a holding temperature. D is the poultry and reheating number.
