Cooling and Reheating

Cooked food must cool from 135F to 70F within 2 hours, then from 70F to 41F within 4 more hours, for a total of 6 hours. Reheating for hot holding means 165F within 2 hours. This hub covers both timelines, the approved cooling methods, and the corrective actions when a stage is missed.

Cooling is where more foodborne illness starts than almost anywhere else, and it is the stage kitchens are worst at, because nothing looks wrong. A stockpot of chili in a walk-in appears to be handled correctly. Its center can sit near 100F for five hours.

What is the first step in cooling a large roast?

The first step in cooling a large roast is to reduce its size, by cutting it into smaller pieces or separating it into shallow containers, so that heat can escape quickly. Volume, not the cooler, is the controlling factor. A whole roast in a deep pan cools from the outside in, and the center stays warm for hours regardless of how cold the walk-in is.

That is the answer the exams want, and it generalizes: the first move in cooling anything large is to make it smaller or shallower. Cut a roast down. Portion a stockpot into hotel pans no more than four inches deep. Divide a tray of rice.

What the first step is not:

  • It is not putting the hot item straight into the walk-in. A large mass of hot food raises the ambient temperature of the whole cooler and endangers everything else stored there.
  • It is not covering it tightly. A tight lid traps heat. Cool first, then cover.
  • It is not leaving it on the bench to "let the steam off." That is time-temperature abuse with a friendly name.

The two-stage cooling rule

TCS food must cool from 135F (57C) to 70F (21C) within 2 hours, then from 70F (21C) to 41F (5C) within 4 more hours, for a total of 6 hours.

Three numbers: 2, 4, 6. Know all three, and know which range each belongs to.

The first stage is deliberately the tightest because 135F to 70F covers the fastest-growth band, where bacteria double roughly every twenty minutes. Front-loading the strict limit puts the pressure where the risk is.

Missing a stage

If the food has not reached 70F (21C) at the two-hour mark, there are exactly two options:

  1. Reheat it to 165F (74C) and restart the cooling process from the beginning.
  2. Discard it.

You may not extend the clock, average the stages, or skip ahead to stage 2. If the food misses the second stage, meaning it has not reached 41F by the end of the six hours, discard it.

Approved cooling methods

Six methods are approved, and most kitchens combine two or three.

Ice-water bathSet the container of hot food in a larger container of ice water and stir often. Water level at or above the food level. Water pulls heat away roughly 25 times faster than air.
Ice paddleA hollow plastic paddle filled with water and frozen. Stirring with it cools from the inside while distributing the temperature.
Blast chillerPurpose-built equipment that drives very cold air across containers at high velocity. The fastest mechanical option.
Ice as an ingredientReplace part of the recipe water with ice. Works for soups and stews and becomes part of the finished dish.
Reducing portion sizeSplit a large batch into smaller ones.
Shallow pansTransfer to pans no more than four inches deep so more surface area is exposed.

Stirring matters more than people expect. Without it, a warm core forms in the middle of the container and holds temperature while the edges chill, which is exactly the condition Clostridium perfringens needs.

Loosely covering or leaving food uncovered while it cools helps heat escape. Food may be covered once it is at 41F (5C).

Reheating for hot holding

Food that was cooked, cooled, and is now being reheated for hot holding must reach 165F (74C) within 2 hours. If it has not reached 165F within two hours, it must be discarded.

The two-hour limit exists for the same reason as stage 1 of cooling. Slow reheating drags food back through the danger zone, and bacteria that survived cooling get a second window to multiply and, in some cases, to produce heat-stable toxins that no later cook step can destroy.

The exceptions worth knowing

The commercially processed exception applies while the package is still sealed and the food is not combined with anything else. Break the seal, add ingredients, or hold it beyond that, and the 165F rule returns.

The immediate-service rule is the one candidates get wrong by over-applying it. Reheating a portion of chili for a single guest, warming sliced beef in its own jus for one sandwich, or bringing a package of sous-vide food up for immediate plating are all warming steps rather than kill steps. The pathogen kill already happened at the original cook. Both conditions must hold, though: cooked correctly and cooled correctly. And the moment the same food is destined for a steam table instead of a plate, the requirement is 165F (74C) within 2 hours.

Reheating is not hot holding

Never reheat in hot holding equipment. A steam table, heat lamp, or warming drawer raises temperature far too slowly and leaves the food in the danger zone for hours. Use an oven, range, microwave, or rethermalizer, confirm 165F with a calibrated probe, and then move the food to holding at 135F (57C) or above.

Where the clock really runs

The four-hour danger zone limit is cumulative across the whole life of a food. Time spent cooling counts. Time spent in prep counts. Time on a failed steam table counts. A cooling failure is rarely one dramatic event and usually the third item on a list nobody was adding up.

That is why date marking and cooling logs exist. A log entry made at 3:30 that says the chili reached 68F is the difference between a defensible corrective action and a guess.

Food Handler versus Manager: how deep to go

Food Handler candidates need the two-stage numbers, the 165F reheating temperature, the fact that hot holding equipment cannot reheat, and the practical methods: shallow pans, ice baths, smaller portions, stirring. Questions are usually a number or a single scenario.

Manager candidates need all of that plus the corrective actions at each stage, the commercially processed and immediate-service exceptions, the six approved cooling methods, how cooling becomes a critical control point with a critical limit in a HACCP plan, monitoring and record keeping, and the duty to retrain when logs show a recurring cooling failure.

1. C. Reducing the size of the item is the first step, because volume controls how fast heat escapes. A raises the temperature of the whole cooler and still leaves a slow-cooling mass. B traps heat under the lid. D is time-temperature abuse.

2. B. Two hours for stage 1, 135F to 70F. A is stricter than the rule. C is the stage 2 allowance. D is the total.

3. C. Six hours, being two hours for stage 1 plus four hours for stage 2. A and B are the individual stages. D is not a food safety limit.
