Equipment, Water and Utilities

Food-contact equipment must be smooth, nonabsorbent, durable, and easy to clean, and water must come from an approved source protected against backflow. This hub covers equipment standards and ANAB accreditation, installation clearances, cross-connections and air gaps, sewage, and garbage.

Facilities questions feel like trivia until you notice the pattern. Everything in this chapter is about surfaces you can actually clean and water you can actually trust. Those two ideas explain almost every requirement below.

Equipment standards

Equipment that touches food must be:

  • Smooth, with no pits, cracks, or rough welds
  • Nonabsorbent, so it does not soak up moisture, food, or cleaning chemicals
  • Easy to clean, with accessible surfaces and removable parts where possible
  • Durable and corrosion-resistant, able to survive repeated use and cleaning
  • Designed to prevent contamination, with no hard-to-reach crevices that trap food

The 9th Edition calls nonabsorbent out as a standard in its own right rather than folding it into durability, and it states plainly that equipment that no longer meets these standards must be replaced. A stainless table with a cracked weld, a cutting surface scored past the point of cleaning, and a gasket gone porous are not maintenance backlog. They are equipment that has stopped meeting the standard.

Design details that matter for the same reason: smooth sealed welds, rounded internal corners, removable parts for deep cleaning, self-draining surfaces so water does not stand, and nonabsorbent materials such as stainless steel and food-grade plastic.

NSF and ANAB

NSF develops standards for the sanitary design and construction of foodservice equipment and certifies equipment against them. The 9th Edition adds a layer above that: any organization that develops such standards, or that certifies or classifies equipment against them, must be accredited by ANAB, the American National Standards Institute National Accreditation Board, a wholly owned subsidiary of ANSI.

When purchasing, look for one of three marks:

ANAB is the newer fact and the likelier exam item.

Installation and clearances

  • Tabletop equipment must be sealed to the counter or elevated on legs at least 4 inches high.
  • Floor-mounted equipment must be sealed to the floor or elevated on legs at least 6 inches high.
  • Leave enough space between pieces of equipment to clean between them.

The clearances exist so somebody can get a mop and a light underneath. Equipment installed flat on a floor without a seal creates a permanent harborage for pests and soil.

When to repair or replace

Look equipment over regularly. The 9th Edition names five conditions, and any one of them means the item gets fixed or swapped out:

worn, deteriorated, unsafe, difficult to clean, or not functioning properly.

Note that "difficult to clean" sits in the same list as "unsafe." A mixer that runs perfectly but has developed a seam nobody can reach has failed the test as surely as one that has stopped running.

Equipment must also be maintained regularly by qualified people. In most cases you set up a maintenance schedule with the supplier or manufacturer, which is easier to arrange and easier to defend when an inspector asks who services your walk-in.

Water supply

The water in a food service operation must be safe, adequate in volume and pressure, and from an approved source, meaning a regulated public water system or a tested private system.

Operations on private water systems, such as wells or springs, must have the water tested regularly by a certified laboratory. The local regulatory authority sets the frequency, and at minimum a private system is tested annually for microbiological safety. Keep the test records on file for inspection.

Loss of potable water is an imminent health hazard. An operation cannot wash hands, wash dishes, or produce safe food without it.

Cross-connections and backflow

A cross-connection is a physical link between the drinkable water supply and a nonpotable or questionable source. Backflow is the reverse flow of contaminated water into the drinkable supply, and it happens when water pressure drops, for example during a main break or when a hydrant nearby is opened.

Classic cross-connections:

  • A hose threaded onto a faucet with the end submerged in a mop bucket
  • A spray nozzle lying in a sink full of dirty water
  • A fixture connected to the potable line with no backflow prevention

Two prevention methods, and the exams want you to know which is better.

The air gap wins because it is physical rather than mechanical. Nothing can fail closed. The required distance is twice the diameter of the water supply outlet, so a one-inch pipe needs a two-inch gap. A vacuum breaker is installed at least six inches above the flood rim of the fixture it protects.

The scenario worth picturing: a dishwasher fills a floor sink through a hose left submerged in soapy water, a main breaks down the street, pressure drops to zero, and dirty mop water is siphoned back into the building's supply. Every tap in the building is now contaminated.

Sewage and wastewater

All sewage and wastewater must be disposed of into an approved sewage system, meaning a municipal sewer or a properly maintained and permitted septic system. Wastewater from sinks, dishwashers, and floor drains goes into that system, never onto the ground or into a storm drain. The 9th Edition states the wastewater disposal requirement explicitly, so treat it as a discrete testable fact.

Grease traps must be installed and maintained, because a clogged trap backs sewage up into the kitchen.

Restrooms must be convenient, sanitary, clean, in good repair, and fitted with self-closing doors. The self-closing door is the requirement most often missing and most easily tested. A propped restroom door is a direct path for contamination into the operation.

A sewage backup is an imminent health hazard. Stop operations in the affected area or the whole operation, contact the local regulatory authority, do not continue food service anywhere affected, arrange professional cleanup, and do not reopen until the regulatory authority approves.

Garbage

Indoor containers must be leak-proof, pest-proof, and fitted with tight-fitting lids, cleaned frequently, lined, and emptied before they overflow.

Outdoor containers stand on ground that is smooth, durable, and nonabsorbent, such as sealed concrete or asphalt. Keep lids closed at all times and drain plugs in place, keep the surrounding area clean, and site containers away from the entrance.

One 9th Edition addition worth knowing: pickup frequency is itself a control. Where pests or contamination are becoming a problem, having waste collected more often is a legitimate corrective action, not just more determined lid-closing. Minimum frequencies vary by jurisdiction.

Food Handler versus Manager: how deep to go

Food Handler candidates need the general idea that equipment must be cleanable and in good repair, that water comes from an approved source, that a hose must never be left submerged in a bucket, and that garbage containers stay covered.

Manager candidates need the five equipment characteristics, ANAB accreditation and the three marks, the 4-inch and 6-inch installation clearances, the five repair-or-replace conditions, private water testing, the air gap formula and its rank against a vacuum breaker, the wastewater disposal requirement, self-closing restroom doors, sewage backup as an imminent health hazard, and increased pickup frequency as a corrective action.

1. C. Appearance is not a food safety standard. A, B, and D are three of the five required characteristics, along with easy to clean and designed to prevent contamination.

3. B. An air gap, because it is a physical space with nothing mechanical to fail. A is reliable but mechanical. C is not the method the exams name here. D does nothing about a pressure drop during the day.
