Facility Design and Materials

Floors, walls, and ceilings in food areas must be smooth, durable, and nonabsorbent. This hub covers surface materials and coving, lighting levels in foot-candles, shatter-resistant shielding, ventilation, handwashing station requirements, water supply and backflow prevention, and the equipment standards the exams test.

A well-designed facility is the control that works while everybody is busy doing something else. A cracked floor tile, a bulb without a shield, or a hose lying in a mop sink will keep producing hazards long after the shift that created them has gone home.

Floors, walls, and ceilings

All interior surfaces in food preparation, storage, and warewashing areas must be smooth, durable, and nonabsorbent.

  • Smooth, so there are no cracks or crevices for soil and bacteria to sit in
  • Durable, so the surface survives daily cleaning and heavy use
  • Nonabsorbent, so moisture does not soak in and support microbial growth

Coving is the curved, sealed transition between a wall and a floor. It removes the ninety-degree corner where debris and moisture collect and where a mop cannot reach.

Lighting

Adequate light does two jobs: it lets staff see contamination, and it deters pests that prefer dark spaces. Intensity is measured in foot-candles.

Every bulb in an area where food is stored, prepared, or served must have a shatter-resistant cover or shield. When an unshielded bulb breaks over a prep table, glass becomes physical contamination and everything exposed in the area is discarded.

Ventilation

Ventilation removes grease, heat, condensation, smoke, and odors.

  • Hood systems over cooking equipment capture grease-laden vapors before they settle
  • Exhaust must move enough air to stop condensation forming on walls and ceilings
  • Hoods and filters are cleaned on schedule, since accumulated grease is both a fire hazard and a contamination source
  • Airflow must not blow contaminants onto food or food-contact surfaces
  • Intake air is filtered and must not be drawn from the dumpster area

Condensation dripping from a ceiling onto food is a contamination hazard, and it is usually a ventilation problem rather than a cleaning problem.

Handwashing stations

A handwashing sink is only useful if it is complete and reachable. Required components:

  • Hot and cold running water under pressure, at least 100F (38C)
  • Soap
  • A way to dry hands: disposable paper towels, a hand dryer, or a continuous towel system
  • A waste container where paper towels are used
  • Signage telling staff to wash hands before returning to work

Two rules cause most violations. The sink must be accessible at all times. A handwashing sink blocked by a stack of crates, a trash can, or a delivery pallet is a violation even if staff can squeeze past it. And the sink is for handwashing only. Not for rinsing produce, not for filling buckets, not for thawing, and not for dumping drinks.

Water supply and backflow prevention

Water must come from an approved, potable source: a public water system, or an approved private source such as a regularly tested well.

A cross-connection is any physical link between safe drinking water and dirty water. Backflow is the unwanted reverse flow of contaminants through that link into the potable supply. The classic example is a hose left submerged in a mop sink or a bucket of dirty water: a drop in supply pressure can siphon that water back into the clean line.

Prevention:

  • An air gap is the only completely reliable protection. It is a physical space between the water supply outlet and any surface below it, so nothing can be siphoned back.
  • A vacuum breaker is a mechanical device fitted to a threaded hose connection.
  • Never leave a hose submerged in a sink, bucket, or mop bucket.

Equipment standards

Foodservice equipment must be nonabsorbent, smooth, corrosion resistant, easy to clean, durable, and resistant to damage.

Look for equipment certified to meet those standards. NSF International develops and certifies to foodservice equipment standards, and ANAB is the accreditation body behind such certification programs. Certification marks tell a manager and an inspector that the equipment meets recognized sanitation standards.

Installation matters as much as selection:

  • Tabletop equipment is either mounted on legs at least 4 inches high or sealed to the countertop
  • Floor-mounted equipment is on legs at least 6 inches high, or sealed to a masonry base
  • Both requirements exist for the same reason: so the space underneath can be cleaned and does not become pest harborage

Equipment that no longer holds temperature, cannot be cleaned, or has damaged food-contact surfaces is repaired or replaced. A cracked cutting board is not cleanable and belongs in the trash.

Plan review and the permit

Before a new build or a significant remodel, the regulatory authority conducts a plan review: drawings, equipment specifications, the menu, and expected volume are submitted and approved before construction begins. Moving a handwashing sink on a drawing costs nothing. Moving it after the tile is down costs a great deal.

The operation also needs a permit to operate from the regulatory authority, posted where required.

Food Handler versus Manager: how deep to go

Food Handler candidates need the smooth, durable, nonabsorbent standard, the handwashing station components and the two rules about accessibility and dedicated use, shatter-resistant bulb shields, and not leaving hoses submerged. The Food Handler exam is 40 questions and passes at 75%, or 30 correct.

Manager candidates need all of that plus the foot-candle numbers, coving, ventilation requirements, water supply approval, cross-connection and backflow with air gaps and vacuum breakers, equipment standards and certification, the 4-inch and 6-inch installation heights, plan review, and the permit. Manager questions tend to describe a facility detail and ask whether it is compliant.
