Hot and Cold Holding
The maximum cold holding temperature is 41F (5C) and the minimum hot holding temperature is 135F (57C). This hub covers both numbers, the equipment that maintains them, how often held food must be checked, holding without temperature control, and the corrective actions the exams test.
Holding is the stretch between the moment food is ready and the moment a guest eats it. Nothing is being cooked, cooled, or cleaned. Food is simply sitting, and the only thing keeping it safe is a number on a thermometer. Both exams test this heavily because the numbers are absolute and the failures are ordinary.
What is the maximum cold holding temperature?
The maximum cold holding temperature for TCS food is 41F (5C). Cold food must be held at 41F (5C) or below for the entire time it is on the line, in the display case, or in the salad bar.
That number is the bottom of the temperature danger zone, which runs from 41F to 135F (5C to 57C). Anything above 41F is inside the zone, where the bacteria that cause foodborne illness multiply fastest. Cold holding applies to salads, deli meats, cut melon, dairy, cold soups, sliced tomatoes, cut leafy greens, tofu, and anything else that is TCS food and served without heating.
Two things get tested about the equipment. First, cold holding equipment maintains a temperature, it does not create one. A refrigerated prep table, a cold well, and an ice bath are all designed to hold food that is already at 41F (5C) or below. Second, ice must surround the container up to the level of the food inside it. A pan resting on top of a bed of ice keeps its bottom inch cold and lets the top climb into the danger zone. Replace ice as it melts, because meltwater does not hold 41F. Do not overload a cold unit either, because packing a cold well solid blocks the airflow that keeps the middle of the pan cold.
What is the minimum hot holding temperature?
The minimum hot holding temperature for TCS food is 135F (57C). Hot food must be held at 135F (57C) or above from the moment it leaves the cook line until it is served or discarded.
135F is the top of the danger zone. Above it, most bacteria stop growing. Below it, they resume, which is why there is no such thing as "close enough" on a steam table.
The same equipment principle applies, and it is the single most common hot-holding error on either exam:
Never use hot holding equipment to reheat food. Steam tables, heat lamps, warming drawers, and double boilers are built to maintain temperature. They raise the temperature of cold food far too slowly, which parks the food in the danger zone for hours. Reheat in an oven, on a range, in a microwave, or in a rethermalizer, then transfer the food to holding once it is up to temperature.
Practical habits that keep hot holding honest:
- Stir at regular intervals so heat distributes and no cold pocket forms in the middle.
- Keep lids on whenever service allows it.
- Check with a calibrated probe thermometer, not the dial on the front of the unit.
- Never add a fresh batch on top of food that has already been holding. That drops the temperature of both and mixes two different clocks.
What temperature should hot food be held at?
Hot food should be held at 135F (57C) or higher, with no upper limit. There is no maximum hot holding temperature in food safety terms. Quality suffers long before safety does, so most kitchens hold above 140F to give themselves a working margin, but the requirement itself is a floor: 135F (57C) or above.
If you find hot food below 135F, the answer depends on how long it has been there:

That third row is the one candidates argue with. If nobody logged the temperature and nobody knows when the steam table failed, there is no safe assumption available. The food goes out.
How often held food must be checked
The minimum is every 4 hours. The working standard, and the one a manager should be able to defend, is every 2 hours.
The reason is arithmetic rather than caution. TCS food may spend a cumulative total of four hours in the danger zone before it must be discarded. If you check at the two-hour mark and find soup at 120F, you still have time to reheat it to 165F and save it. If your first check is at the four-hour mark, the time is already gone and the only lawful action is the trash.
Record readings on a monitoring log, and check several items on a line rather than the one nearest the door. For thin items such as sliced turkey on a tray, insert the probe sideways or fold the product around the stem so the sensor sits inside the food.
Holding without temperature control
An operation may hold TCS food using time instead of temperature, but only as a planned system. The 9th Edition leads with the paperwork rather than the arithmetic, and so does the exam.
Before any food is held this way, three things must already be true:
- Written procedures exist, prepared in advance, not written after an inspector asks for them.
- The procedures are kept on-site, where the staff who follow them can actually reach them.
- They are available to the regulatory authority on request.
There is also a population restriction. An operation that primarily serves a high-risk population, such as a hospital, nursing home, or preschool, may not hold raw shell eggs without temperature control. The conditions for cold food and hot food are not identical, additional conditions may apply, and the details are jurisdiction-dependent, so check with your local regulatory authority first. If a scenario asks what an operation must do before displaying TCS food without temperature control, the answer is the written procedures, not a number.
Self-service and off-site holding
The holding numbers do not change when guests serve themselves or when food travels.
At a buffet or salad bar, hot items stay at 135F (57C) or above and cold items at 41F (5C) or below. Sneeze guards are required, every item gets a label and its own serving utensil, and guests take a clean plate on every return trip. A used plate carries whatever was in the guest's mouth back into a shared pan.
For catering and delivery, use insulated carriers and label every container with the food name, the preparation time, the use-by time, and the temperature at packing. Keep raw items in separate containers from ready-to-eat items, check temperatures the moment the food arrives, and move it straight into proper holding equipment. The same monitoring schedule applies off-site as in your own kitchen.
Vending machines holding TCS food follow the same two numbers, with regular operator checks. A machine that lost power overnight has all of its TCS food discarded, because the length of the excursion cannot be verified.
Food Handler versus Manager: how deep to go
Food Handler candidates need the two numbers cold, the fact that holding equipment maintains rather than raises temperature, the ice-to-food-level rule, the every-four-hours minimum check, and the clean plate rule at a buffet. Questions are usually a direct number or a one-step scenario.
Manager candidates need all of that plus the corrective actions and when each applies, the two-hour monitoring rationale, the written-procedure requirements for holding without temperature control and the raw shell egg restriction, off-site and vending requirements, and the fact that ensuring food handlers monitor holding temperatures is an explicit management duty rather than a suggestion. Manager questions tend to ask what you do next, not what the number is.

1. B. 41F (5C) is the bottom of the danger zone and the cold holding maximum. A is freezing, not a holding requirement. C and D are inside the danger zone; 45F appears because it is a receiving allowance for a few specific items, not a holding limit.
2. B. 135F (57C) is the top of the danger zone and the hot holding minimum. A sits inside the fastest-growth band. C is a minimum internal cooking temperature for some foods. D is the reheating and poultry cooking temperature, not the holding floor.
