Integrated Pest Management
Integrated Pest Management is a prevention-first approach built on four steps: deny food, water and shelter, build physical barriers, monitor actively, and apply targeted chemical treatment as a last resort. This hub covers the four steps, the signs of cockroaches, rodents and flies, and working with a licensed pest control operator.
Pests carry pathogens on their bodies and in their waste, and they contaminate far more food than they eat. They are also a regulatory problem: an active infestation can close an operation. The system for dealing with them is prevention first and chemicals last, in that order, and the order itself is tested.
What is Integrated Pest Management?
Integrated Pest Management, or IPM, is a prevention-focused approach that combines multiple strategies to keep pests out of a facility, using chemical treatment only when other methods are not sufficient and only through a licensed professional.
The four steps run in sequence, and each one is a layer of defense.

Chemical treatment is the last step, not the first response. Pesticides in a kitchen create their own contamination risk, which is why prevention and exclusion come first.
Step 1: deny food, water, and shelter
Pests come inside because they find all three. Remove any one and the building becomes less hospitable.
- Food. Clean spills and crumbs immediately. Store food in sealed, pest-proof containers at least 6 inches off the floor and away from walls. Never leave food out overnight. Empty indoor garbage before it overflows, and keep the dumpster area clean with lids closed.
- Water. Fix dripping faucets and leaking pipes. Eliminate standing water under equipment, around ice machines, and in floor drains. Empty and clean drip trays.
- Shelter. Get rid of corrugated cardboard, which cockroaches hide and lay eggs in. Remove clutter. Organize storage so every surface can be inspected.
Step 2: build physical barriers
- Screens on all windows and doors that open to the outside, at least 16 mesh per inch
- Door sweeps on exterior doors. The gap under a door is the most reliably overlooked entry point in a kitchen, and a mouse needs about a quarter of an inch.
- Self-closing doors on exterior openings
- Air curtains, also called air doors or fly fans, over doorways that have to stand open
- Caulk and seal cracks, gaps, and openings around pipes and utility entries
- Weather stripping on doors and windows
- Grated covers on floor drains
Step 3: monitor actively
- Walk the whole facility regularly, including storage, prep, and waste areas
- Place monitoring traps such as glue boards along walls, behind equipment, near entry points
- Inspect every delivery before it comes inside, checking for droppings, gnaw marks, live insects, and egg cases
- Keep records of what you find and when
Step 4: targeted chemical treatment
- Pesticides are applied only by a licensed pest control operator, a certified applicator
- Only approved, food-safe chemicals may be used
- Food, utensils, and equipment must be protected or removed before treatment
- Pesticides are never stored near food, utensils, or food-contact surfaces
- The label is the law. The applicator follows it exactly.
Non-chemical control devices include glue boards and snap traps. The pest control operator decides whether pesticides are needed at all and where any devices go. Placement is not common sense. A glue board in the wrong place tells you nothing, and one in a prep area is itself a contamination risk.
Recognizing the three common pests
Cockroaches
Nocturnal, so seeing one during the day usually means a large, established infestation.

Rodents
A mouse fits through a hole the size of a dime. A rat fits through one the size of a quarter.

Flies
Attracted to garbage, food waste, and damp decaying material. They contaminate every surface they land on. Signs are live flies near prep areas and drains, maggots in garbage or drains, and small dark specks of fly excrement on walls, ceilings, and light fixtures. Fruit flies commonly breed in floor drains, mop heads, and overripe produce.
Working with a pest control operator
A pest control operator is a licensed professional who identifies, treats, and prevents infestations in commercial settings. Verify the license is current before signing a contract.
The operator must use approved chemicals, follow label instructions, maintain records of every treatment including chemicals, quantities, locations, and dates, and provide Safety Data Sheets. Those service records must be kept on file and available to the health inspector.
Management's job: keep the records, report sightings between visits, prepare the facility for treatment as directed, and never let staff use over-the-counter sprays, foggers, or bait stations without the operator's guidance.
Animals that are not pests
A guest may arrive with a service animal, and many local codes allow dogs on a patio. Both are genuinely local questions and requirements vary considerably by jurisdiction. The correct action is to check with the local regulatory authority rather than apply a blanket rule. A policy of no animals ever is as likely to be wrong, and in the case of service animals unlawful, as waving everything through.
Food Handler versus Manager: how deep to go
Food Handler candidates need to report signs of pests immediately, keep exterior doors closed, inspect deliveries, store food off the floor in sealed containers, clean spills, and know that only a licensed professional applies pesticides.
Manager candidates need the four IPM steps in order, the specific barrier requirements including mesh size and door sweeps, monitoring device placement, the licensing and record-keeping duties of a pest control operator and the manager's duty to keep those records available, pest identification by sign, the service animal guidance, and how a pest control program functions as a prerequisite program.
